Like it says in the article it's when the player turns the racket edge over about 180 degrees. The racket starts on edge. Or square to the court. Then the player turns the top edge down (rotating counterclockwise). At this point the strings are usually facing down at the court. Now he continues the rotation another 90 degrees. Now the bottom edge of the racket has rotated and is pointing straight up, in effect becoming the top edge.
